Plant seeds are soaked in a lipid extract obtained by biosynthesis by Mortierella alpina culture containing arachidonic acid in an amount of 1.0 to 2.0% and dissolved in a water-dimethyl sulfoxide solvent system with a final distribution by mass fractions in ratio of 8 parts water, 1 part lipid extract, and 1 part dimethyl sulfoxide.
