Device comprises control key 1, linear inductance 2 containing two windings 3, 4 with a number of turns equal to or different from the number of turns of the first winding, first winding 3 of which is connected by the beginning to the positive terminal of the input constant voltage source, by the end to the positive pole of control key 1, which negative pole is connected to the negative output of the input constant voltage source, which forms a common bus, second winding 4 is connected by beginning to first output of newly introduced capacitor 5, which second output is connected to the common connection point of the control key with the end of first winding 3 and to the anode of rectifying diode 6, the cathode of which is connected to the end of second winding 4, and beginning of second winding 4 is connected to shunt diode 7 anode, which cathode is connected to the first output of filter capacitor 8 with parallel connected load 9, the second output of which is connected to the common bus.
