The developer of this platform, the Document and Information Center of the Xinjiang Branch of the Chinese Academy of Sciences, was recognized as one of the first designated units for novelty search and consultation services in science and technology by the Xinjiang Uygur Autonomous Region in 1995. The novelty search report issued by the Xinjiang Scientific and Technological Novelty Search and Consultation Center of the Chinese Academy of Sciences (http://www.xjlas.ac.cn/fwxm/kjcx/) holds authority in the evaluation of achievements at all levels. The Xinjiang Scientific and Technological Novelty Search and Consultation Center of the Chinese Academy of Sciences is a comprehensive novelty search institution which can undertake novelty search projects in the fields of natural science and engineering technology, and has particular strengths in fields such as chemistry, biology, environment, agriculture and forestry, and information technology. The Xinjiang Scientific and Technological Novelty Search and Consultation Center can undertake novelty search tasks for various research projects at the national, provincial, ministerial, municipal, and local levels, including project initiation, achievement evaluation, applying for achievement awards, developing and applying for new products, etc. Meanwhile, it can also provide services such as information retrieval and evaluation of scientific and technological papers for researchers.

The Intellectual Property Information Service Center became a national patent documentation service outlet filed with the National Intellectual Property Administration in 2017. In 2021, it became the first national public service outlet for intellectual property information in the autonomous region registered with the China National Intellectual Property Administration, and successfully renewed its registration in 2024 after passing the assessment conducted by the China National Intellectual Property Administration.
The center is affiliated with the Document and Information Center of Xinjiang Institute of Ecology and Geography, Chinese Academy of Sciences. We have 10 personnel specializing in intellectual property information services, many of whom hold dual qualifications in novelty search and intellectual property information services. They include information retrieval specialists, patent information analysis professionals, patent navigation analysis professionals, patent novelty searchers, internal/external auditors for the intellectual property management system of the Chinese Academy of Sciences, and intellectual property specialists.
Guided by the research and management needs as well as local economic development requirements, the Center will collaborate with relevant institutions to provide high-quality and effective intellectual property information services for technological innovation, discipline construction, talent cultivation, management decision-making, and the transfer and commercialization of research outcomes, making contributions to local economic development.
