吉力力 阿不都外力，研究员、博士、博士生导师，中科院新疆生态与地理研究所党委副书记、纪委书记。兼任中国科学院中亚生态与环境研究中心哈萨克斯坦分中心主任，中科院留学人员联谊会（欧美同学会）副会长、海洋与生态环境专业委员会主任，中国地理学会理事、地缘政治专业委员会副主任，新疆地理学会副理事长、中亚区域地理专业委员会主任，新疆维吾尔自治区专家顾问团专家顾问,《干旱区地理》、《干旱区研究》、Journal of Arid Land、Arid ecosystems、 等国内外期刊编委。发表文章180余篇，其中第一作者或通讯作者发表SCI文章50余篇，出版专著10部，培养硕士、博士研究生43名。

政协新疆维吾尔自治区第十届、第十一届委员、人口资源环境委员会委员。

新疆维吾尔自治区第十三届人大代表，第十三届人大常委会委员、环境资源委员会委员。
